The government agree that if the scheme goes ahead, they will pay for 75% of it.
They'll do this twice, with a six-week gap between each vote. This is a formality, however it ensures that a decision is not taken too hastily.
This is where the project will be scrutinised, and any modifications put forward. Agreements will be made with those who may be adversely affected by the project.
If the inspector approves the proposal, the project will move forward and contractors will be sought. If he does not approve it, the scheme fails, although the councils could put forward another application.
